As the senior director for RGV FOCUS, Rodney leads the Cradle-To-Career Educational Pathway and educational access for students in the region. Rodney partners with educational, philanthropic, business sector, economic development, state government, community-based organizations, and nonprofit partners through collective impact framework.

Prior to joining CFT, Rodney worked for over 20 years in early childhood education, workforce and economic development, and postsecondary education. During his tenure with Laredo College, he established the IMPACT Economic Development Forum, which provided scholarships for students, and he was as a member of the City of Laredo's economic development advisory committee.

Rodney holds bachelor's and master's degrees from Texas A&M International University in Laredo and a Ph.D. in leadership studies from Our Lady of the Lake University (OLLU) in San Antonio. During his doctoral program, he was an Alpha Chi Honor Society Top 10 Percent from OLLU. He published his dissertation "The Relationship Between the Followers' Perception of the Leaders' Leadership Style and Job Satisfaction in South Texas Community Colleges."

Rodney was awarded the Association of Forwarding Agents International Outstanding Commitment Award and was the Laredo Manufacturing Association Port of Laredo Distinguished Speaker.
