Rhonda is the deputy director of insights and analytics for Educate Texas, focusing on the program’s learning activities and strategic goals.

Prior to joining CFT, she was a research and evaluation analyst at Region 10 Education Service Center in Richardson, where she conducted internal research and evaluation projects and provided external evaluation services for partner school districts.

Rhonda holds a Ph.D. in curriculum and instruction with a minor in research evaluation and methodology from the University of Florida, a master’s in mathematics from Northern Illinois University and a bachelor’s in mathematics from Florida Atlantic University.

During her college career, she was an Education Pioneers Graduate Fellow at the George W. Bush Institute where, among other duties, she developed an annotated bibliography of more than 100 valid sources related to the No Child Left Behind Act used to advance accountability in education.

Community Leadership / Board Service

Rhonda is an active member of the American Evaluation Association where she is a program chair and a 2021 presidential planning committee member. She holds leadership positions in the DFW Gator Club, Junior League of Dallas and the Texas Women's Foundation.
